The absence of a system—responsible for elaborately defining deaths to be investigated, identifying who will examine them and determining how the examiners conduct the investigation—results in misidentification and loss of bodies, stolen property, extortion by funeral parlor personnel, fake death claims and claimants, among numerous problems.
